    The article substantiates promising areas of resource mobilisation to counter the negative effects of the COVID-19 pandemic оn the labour market, namely, through the involvement of the potential of digital, information and communication technologies and the introduction of innovative mechanisms into the system of social dialogue in the labour field at the national level. The conceptual basis of the research is the four-pillar policy framework for tackling the socio-economic impact of the COVID-19 crisis, developed by the International Labour Organization as a basic tool to address the risks and threats of the COVID-19 pandemic for global and national labour markets. This framework was used as a cross-cutting analytical scheme to analyse Ukrainian realities and further to structure the potential of digitalisation and social dialogue for overcoming the negative impact of the COVID-19 pandemic on the Ukrainian labour market and for further post-pandemic recovery.Based on the modern platform approach, the authors propose a social innovation – a 3-element model of socially responsible partnership (SRP Platform), which allows significantly updating (or even rebooting) the system of communication and interaction between the social dialogue participants in Ukraine using the potential of modern network, information and communication technologies. Implementating such a model will contribute to the renewal of the social dialogue system in Ukraine and, thus, further effective counteraction against the impact of the COVID-19 pandemic, ensuring the sustainable functioning of the Ukrainian labour market, and to the formation of an effective anti-pandemic state policy. Both the conceptual basis and general mechanism for implementing the SRP platform are (to a large extent) universal and can be adapted to renew social dialogue systems not only in Ukraine but also in other post-Soviet countries with a tripartite system

    Forced Migration of Internally Displaced Persons (IDPs) in Ukraine: Current Situation, Problems, Solutions

    The aim of the article is to highlight the situation and problems concerning the forced migration of internally displaced persons (IDPs) in Ukraine, as well as to suggest ways for addressing the problems. There analyzed the specificity of the forced displacement of the population of Ukraine due to the temporary occupation of the Autonomous Republic of Crimea and certain regions of Donetsk and Luhansk regions, the armed conflict in the east of Ukraine. To conduct the analysis, statistical data, results of the carried out expert survey, research data and reports of international organizations were used. The article discusses the problems encountered by internally displaced persons (IDPs) in connection with the situation of displacement, motives for moving from temporarily occupied territories, data on the length of staying in places of resettlement, and plans for further movement. Attention is focused on the main achievements and shortcomings of the state policy regarding IDPs. The contribution of national civil society institutions and international organizations to the provision of various forms of assistance and support to IDPs is noted. Based on the analysis, a number of directions for improving the state migration policy under conditions of massive forced internal displacement are proposed

    Nowadays, there is an increasing interest in non-verbal means of written forms of interpersonal communication. It is explained by the fact that the informational component and the pragmatic potential of non-verbal means of communication are often much higher than those of verbal means. As a result, the researchers focus their studies on texts which structural organization contains, in addition to verbal code units, the means of other semiotic codes. Such texts are called creolized or polycode. Polycode texts are a distinctive feature of academic texts, and their interpretation poses certain difficulties for students. The purpose of this study is to analyze the structural components of academic polycode texts; to study the ways of organizing verbal and iconic components; to describe the functional characteristics of iconic elements; to establish the mechanisms of interaction between linguistic and paralinguistic means when creating a single semantic unity of a polycode text. The main research methods are analysis, synthesis, comparison and observation. The textbook for the training of professional engineers Cambridge English for Engineering written by M. Ibbotson is used as the empirical material. The authors come to the following conclusions: there are four types of academic polycode texts; each type has a different pragmatic potential of verbal and iconic parts; in some types, the information function is more prominent in the iconic component; the use of photographs as iconic means facilitates the process of text interpretation and scientific and technical data exchange

    Usage of information technologies for increasing quality of transport operations

    Among the whole cycle of interconnected technological operations for crop and livestock production, transport operations play a significant part: transportation of seed grain, forage, fertilizers, product transportation to storage and selling places. Transport operations account for 15-25% of the production cost. According to the analysis of recent research, the development and introduction of new methods for ensuring the quality and safety of production. For a tractor on transport works the task of increasing the functional precision at which it is solved its deviation from the roadway configuration (traffic corridor) during the movement is assessed. In this case the problem for short-term one-time and repeated, long-term discrete and continuous impact of the driver on the tractor steering control is solved. For these operating modes of a tractor during transport works, the methodology of functional stability providing of a hydro-level steering control is substantiated. Based on the reasoned analytical model of the tractor spin during transport works, an express method of diagnosing the technical state of the tractor steering has been elaborated. It is based on the comparison of the angular accelerations of the tractor and the steering wheel when the motion direction is changed or adjusted

    The European Union is taking significant steps and supporting the efforts of member countries to improve the quality of public services. The requirements for the digitization of the latter, to improve communication links, highlight the relevance of the research topic by shifting the emphasis to the indirect assessment of the impact of technology transfer in the field of public administration on citizens' satisfaction with public services. The object of research in this work is the public administration models of the selected countries. The research hypothesis assumes that membership in the EU has a significant impact on the efficiency of public services. Given this, there is an opportunity to transfer technologies, namely technologies of state management. The countries of Eastern Europe were selected for the study. The work is based on the limitations inherent in the EU accession process. For evaluation, three regression models were proposed for use in practice. These are a baseline model, a fixed-effects model to account for unobserved differences between countries, and a model with additional factors. The specified models were estimated using the least-square method (LSM). Based on the calculations of the first model, it was determined that the coefficient is statistically significant at the level of 1 %, which explains 12.6 % of the variation in the Index of Public Services (IPS). The results of the estimation of the second model make it possible to estimate IPS more accurately by 0.68. Based on the results of the calculation of the third model, the features of the influence of GDP and IPS were determined. The results prove that the accession of Eastern European countries to the EU has a significant impact on the efficiency of public services.     Optimization of agroecological efficiency of transport processes in agriculture

    Agricultural production is dispersed in huge areas and requires the transfer of a large number of technological and operational materials, intermediate and final products. Therefore, in the agricultural sector, transport occupies an important place: it begins and completes the processes of crops production and livestock products and carries out technological connections between individual states of work. With the development of agricultural production, the role of transport is steadily increasing: if at present, at the average 45...50 tons of different cargoes is the share of each hectare of ploughed field, then in the coming years, an increase of this volume is expected. For more than 35% of the volume of the main work types is the share of transport works which are carried out by tractors in the agrarian sector. Increasing the dynamic and energy indices of tractors during transport operations in the agrarian sector by ensuring their functional stability will lead to lower energy consumption, increase the ecological efficiency of transport processes and will ensure a steady increase in profits in the agro-industry. The concept of the formation of tractor functional stability during transport works, which is based on the reduction of amplitudes of accelerations (slowdowns) in a three-dimensional geometric space, which, unlike the known ones, provides reduction of additional energy costs, is substantiated in the article

    The authors propose to consider certain aspects of sustainable tourism development and assess their contribution to the development of the economies of the EAEU countries. The article provides an assessment of the development of ecological tourism in the EAEU countries, based on existing indicators, including evaluation of the level of competitiveness of tourism, the development of special protection conservation areas, data on environmental education and tourism activities on the territory of the state wildlife sanctuaries and national parks. The authors draw conclusions about the need to create a unified policy and regulatory framework for the development of ecological tourism in the EAEU, to work out a system of indicators and to create tourism assessment methodology for sustainable development. Besides, it is important to introduce a set of measures for information, marketing and staffing to develop ecotourism in the EAEU countries. Competitiveness in ecotourism remains low

    Comparison of the Sustainability and Economic Efficiency of an Electric Car and an Aircraft—A Case Study

    This paper discusses an important issue for today’s mobile world striving for sustainable development, namely ecotourism. The major objective of the study presented in this article was to carry out a comparative analysis of the conventional tourist trip along the Kharkov (Ukraine)–Varna (Bulgaria) route in an electric car and by air transport. The main criteria for comparing two variants of tourist trip were cost price, time, mobility, and incidental cost. The authors used the Pareto method and the shortest distance to the target method. Comparative analysis of the travel options “electric car” and “air transport” by the Pareto method and the method of the shortest distance to the target showed that traveling by electric car is almost one and a half times more profitable than traveling by plane
